Just because your state was not highlighted for having licensure laws currently in place for behavior analysts does not mean that you are off the hook! Many states are in the long process of advocating for their specific licensure law, which means that any day you could be in a position where you are in a state without licensure laws that now has one in place. Keeping up with this can be difficult, but typically there is a state behavior analysis association (e.g., California Association for Behavior Analysis, Florida Association for Behavior Analysis) that has a section on their website dedicated to keeping behavior analysts in that state informed of the status of legal changes such as licensure laws. It’s your responsibility to ensure you are keeping up with changes at the state level that impact your ability to practice ethically and responsibly.
